Meet Marshall Kilgore, a passionate advocate for human rights and a fourth-generation Grand Rapidian. With a degree in Political Science from Western Michigan University and a history of meaningful involvement in community and environmental causes, Marshall is deeply committed to making a difference. From organizing for major political campaigns to leading initiatives for environmental justice, he works tirelessly to ensure a fairer, greener future for all.
Marshall’s roots run deep in the 3rd Ward, where he draws inspiration from his family’s legacy of community service.

Unwavering Commitment to Justice and Community in Grand Rapids
Marshall Kilgore is a Human Rights Advocate who has dedicated his life to uplifting underserved and marginalized communities throughout Michigan. Marshall received a Bachelor of Arts in Political Science from Western Michigan University. He was the recipient of the university’s Tim Hurttgam Memorial Prize in 2021 for his work advocating for a sustainable environment, peace and harmony throughout the world, equal rights, and a living wage.
Marshall is a proud fourth-generation Grand Rapidian, with strong ties to the Grand Rapids area where he was raised. Notably, his great-grandfather owned a local shoe repair shop – “Lee’s Shoe Repair” – in the 3rd Ward on Eastern Avenue. Additionally, Marshall’s mother has dedicated over 20 years of her career to serving as a Juvenile Probation Officer in the 3rd Ward. Marshall’s dedication to serving and uplifting our community is deeply rooted in his DNA.
Leading Change: Civic Leadership and Environmental Advocacy
Marshall has actively been involved in civic engagement in various roles, such as being a Deputy Field Organizer for Governor Gretchen Whitmer in 2018 and later serving as the Community Relations Director for Kyra Harris Bolden’s groundbreaking campaign in 2022. Kyra Harris Bolden made history and became the first Black woman to serve as a justice of the Michigan Supreme Court.
Marshall is a dedicated leader in Michigan’s environmental and social justice movements, known for his thoughtful coalition-building and community-first approach. He currently serves as the movement building coordinator at the Michigan Environmental Council, where he works to build a strong, inclusive, and collaborative environmental movement across the state. In this role, Marshall partners with nearly 100 member organizations involved in environmental advocacy, supporting statewide efforts and advancing diversity, equity, and inclusion throughout the network.
Previously, Marshall served as the director of engagement at the West Michigan Environmental Action Council. There, he worked directly with local communities to promote climate justice, sustainability, and environmental resilience. He led grassroots initiatives to address urgent issues such as climate change, water quality, and air pollution, while advocating for fair and effective environmental policies at every level of government.
He continues to bring people together across Michigan to take meaningful action for the environment and ensure that historically underrepresented voices are heard and valued in the movement.
Additionally, Marshall has made valuable contributions to nonprofit organizations dedicated to LGBTQ+ rights and played a key role in coordinating Michigan’s annual rally to raise awareness about domestic violence.
Serving Grand Rapids: Community and Family Life
Marshall is deeply involved in the city of Grand Rapids, before getting elected as a city commissioner he served on multiple civilian committees and boards such as the Vital Streets Oversight Commission, Urban Agriculture Committee, and Housing Appeals Board. He also volunteers with the Seeds of Promise Board and the Black Legacy Fund committee for the Grand Rapids Community Foundation.
Marshall loves spending his leisure time immersed in nature, engaging in activities such as swimming, hiking, and relaxing in his hammock. He takes pleasure in cooking for his partner Rosie and his family, as well as working on renovating his almost century-old home in the Martin Luther King Neighborhood.
